Having worked in broadcasting many moons ago, things haven't really changed. However, in my mind, one very pertinent question is: What is the artist's objective? Trying get on the "charts" and "blow up", or maintain control of the product, and have a wider audience, but can be somewhat harder to track? (Don't forget consistent touring).
The Web is the place in my book. One controls the product, the placement, the exposure, and other facets this way. It comes down to how MUCH presence one has on the Web, along with the intangibles of how the product is PERCEIVED by an audience.
In the U.S. reggae will always be a niche genre, and will never be mainstream enough except for a chosen few, who will "blaze up" and then sputter out.

I agree that the web is the place to promote although pay for play radio is another valid avenue if you have the funds. in my mind it comes down to reaching your audience by any means necessary and holding them. It doesn't do an artist service if they have achieved 100,000 plays on a myspace like page and have reaped only 100 sales so the true question is how to convert these 'fans' into paying customers.
